New Procedures to Ensure Timely Licensing Renewals

CCA has instituted new procedures to help ensure that child care center licenses, letters of compliance, and family day care registrations are renewed in a timely manner. These changes were made following a legislative audit of CCA's licensing renewal practices.
The legislative audit team found that many providers do not submit completed renewal applications before their existing license or registration expires. In these cases, because a new license or registration cannot be issued until a complete application has been filed, CCA has allowed the facility or home to continue operating beyond the expiration date of its existing license or registration. Sometimes the renewal application has not been completed until many months after the expiration date. The audit team found this practice unacceptable and recommended that CCA develop procedures to encourage providers to file timely renewal applications.
If a completed Application for Renewal form (DHR/CCA 1471) is not filed with CCA by the date the license or registration expires, the facility or home must cease operating. CCA will not extend the existing license or registration.
If a completed Application for Renewal form has been filed with CCA by the date the license or registration expires, but other required information or documentation is missing which the provider could have submitted timely but did not, CCA shall issue a provisional license or registration valid for up to 60 days. At the end of that time, if the provider has still failed to submit the required material, the provisional license or registration shall expire and the facility or home must cease operating.
If the provider has filed a completed Application of Renewal and other required application materials, but documentation is still missing which must be obtained from a source over which neither CCA nor the provider has any control (for example, fire department, CJIS), CCA will extend the existing license or registration until the documentation can be obtained. However, the provider must have cooperated in an effort to obtain that documentation.
